Download Oracle 11g 32 Bit Client Windows 7 ((LINK))
I need to install both 32 and 64 bit client for Oracle 11g but at the following links I can just find the Oracle instant client, while I need the full installer: -client/microsoft-windows-32-downloads.html -client/winx64-64-downloads.html

It's a bit tricky to find, but you have to search for the Database 11g (126.96.36.199) and when you "check out" you have to choose which software you want to download, just uncheck Database and Clusterware, choose the platform and download your full client
I did a search from the Instant Client download page, for win64_11gR2_client.zip and found page which Oracle Database 11g Release 2 for Microsoft Windows (x64) , which includes a reference to "Oracle Database 11g Release 2 Client (188.8.131.52.0) for Microsoft Windows (x64)", which download file is win64_11gR2_client.zip.
Add Oracle 21, 19, 18, 12 or 11.2 client libraries to your operating systemlibrary search path such as PATH on Windows or LD_LIBRARY_PATH onLinux. On macOS use init_oracle_client() in yourapplication to pass the Oracle Client directory name, seeUsing cx_Oracle.init_oracle_client() to set the Oracle Client directory. This is also usable on Windows.
Alternatively, put the files in the network/admin subdirectory of InstantClient, for example in /opt/oracle/instantclient_21_1/network/admin.This is the default Oracle configuration directory for executables linkedwith this Instant Client.
Alternatively, put the files in the network/admin subdirectory of InstantClient, for example in /usr/lib/oracle/21/client64/lib/network/admin.This is the default Oracle configuration directory for executables linkedwith this Instant Client.
Alternatively, put the files in a network\admin subdirectory ofInstant Client, for example inC:\oracle\instantclient_19_11\network\admin. This is the defaultOracle configuration directory for executables linked with thisInstant Client.
For other installation options such as installing through a proxy, seeinstructions above. Make sure the Oracle Client libraries are in the systemlibrary search path because cx_Oracle 7 does not support thecx_Oracle.init_oracle_client() method and does not support loading theOracle Client libraries from the directory containing the cx_Oracle modulebinary.
On Windows, if you are not usinginit_oracle_client(), then restart your command promptand use set PATH to check the environment variable has the correctOracle Client listed before any other Oracle directories.
On macOS, make sure you are not using the bundled Python (use Homebrew or Python.org instead). If you are not usinginit_oracle_client(), then put the Oracle InstantClient libraries in /lib or /usr/local/lib.
Is there a legitimate best practice way to do this? Specifically I'm wondering about whether each client needs to be in its own BASE directory (say C:\oracle and C:\oracle32) or if they should be within the same base direct but have their own client folders.

If you are planning to re-install any version of oracle software onto your windows system then that Installation will require a freshly formatted operating system to get properly installed otherwise you will end up with several errors which are quite misleading.

There are windows services running in the background which take care of proper working of oracle software on the windows system. These windows services are backed up by windows registries and in order to completely uninstall oracle 11g from your windows 10 we need to get rid of these services attached with your oracle 11g server software. This can only happen when we delete those registries which are providing the background support to these oracle database services.
After deleting this registry next we will delete registries which are responsible for running oracle database services on you windows machine. For that again go to HKEY_LOCAL_MACHINE then go to the sub directory SYSTEM and then CurrentControlSet. Inside current control set find the folder Services. And under services directory you will have to find all the registries that I have listed below and delete them.

After you download and install the ODBC driver, add a data source name (DSN) entry to the client computer or Amazon EC2 instance. SQL client tools use this data source to connect to the Amazon Redshift database.
By default, python-oracledb connects directly to Oracle Database. This letsit be used when Oracle Client libraries are not available (such Apple M1 orAlpine Linux), or where the client libraries are not easily installable (suchas some cloud environments).
